Mental Health Counselors are defined as follows:

        Counsels with emphasis on prevention. Works with individuals and groups to promote optimum mental and emotional health. May help individuals deal with issues associated with addictions and substance abuse; family, parenting, and marital problems; stress management; self-esteem; and aging.  Excludes "Social Workers" (21-1021 through 21-1029), "Psychiatrists" (29-1066), and "Psychologists" (19-3031 through 19-3039). (The United States Department of Labor, The Bureau of Labor Statistics, Occupational Employment and Wages, May 2016, 21-2021 Mental Health Counselors).

        The term  “Qualified Mental Health Professional (QMHP)” refers to a person who, by education and experience, is professionally qualified and registered by the board to provide collaborative mental health services for adults or children. (Virginia Department of Health Professions, 2017)


As a QMHP, you are a significant part of care delivery by providing collaborative mental health care to adults and/or children.  In an effort to provide systematic support, the QMHP training will cover the S.C.O.P.E. framework:

-        S : Skill Set

-        C : Competence and Collaboration

-        O : Organizational Expectations

-        P : Professional Development

-        E : Ethics


We offer the S.C.O.P.E. framework as a structured way to capture the essential tenets of training and development.



LaConda Ambrose Fanning, PsyD is board Approved Clinical Supervisor (ACS) who is professionally trained in Counseling and Clinical Psychology. She is a Licensed Professional Counselor and is certified as a Child and Adolescent Trauma Professional. Dr. Fanning is a Clinical Director for Christian Psychotherapy and oversees supervision for many Residents in Counseling; as well as, interns and practica students for over 10 years. Dr. Fanning is also an adjunct professor in the Clinical Mental Health Counseling graduate program at South University and in the Psychology undergraduate program at Norfolk State University.


QMHP Training includes:

The comprehensive one-day training will provide QMHPs with the 8 contact hours of continuing education required to renew their annual registration.  Participants attending the workshop in its entirety will receive a Verification Form documenting 8 NBCC Contact Hours (including 2 hours of ethics training), fulfilling the continuing education requirements for annual QMHP registration renewal.


Learning Objectives:

1)    The attendee will become familiar with the board’s regulations for initial QMHP registration and annual renewal requirements.

2)    The attendee will understand and be able to apply the S.C.O.P.E. (skill set, competency and collaboration, organizational expectations, professional development, and ethics) training framework.

-        Differentiation of skills and services for QMHP-As and QMHP-Cs

-        Distinguish between counseling and QMHP service

-        Restrictions and compliance

Professional Development

-        Mental health-related professional development

-        Professional identity as QMHPs


-        QMHP Ethical Code

-        Models of ethical decision-making


Training Fees:

Non-members: $250

Non-members + VCA Membership: $275

VCA members: $200

Virginia Counselors Association (VCA) has been approved by NBCC as an Approved Continuing Education Provider, ACEP No. 2047.  Programs that do not qualify for NBCC credit are clearly identified.  VCA is solely responsible for all aspects of the programs.
